To get this item:
1. Go to last quest section in ActIV in Nightmare mode, 'Prime Evil'.
*You should spawn in Bastion's Keep Stronghold.
2. Make sure you have the Normal Staff of Herding in your bag.
3. Go to Gorell The Quartermaster at the right hand corner of the map, in front of the armory.
4. Purchase for 1g from Gorell.

Congrats, you're ready to teach your blacksmith!

The plan is account bound and can not be deleted currently which is thought to be a bug. In order to delete it create a character and give it to that character and then delete the character.
